Agent-ready docs surfaces: llms.txt, OpenAPI, per-endpoint files

Each docs portal now publishes an llms.txt index, a full llms-full.txt bundle, a public openapi.yaml, and per-endpoint Markdown and YAML slices so an agent can fetch only what it needs. HTML pages point at these surfaces and serve a Markdown twin at the same URL when a client asks for text/markdown.
