Re-run setup safely and re-sync your spec

Registering the same write key twice now returns the existing project instead of creating a duplicate, so a repeated setup cannot split traffic across two projects. npx api update can also push a new OpenAPI spec after a project is claimed and compare what the dashboard already has.
