Docs MCP server sign-in with OAuth

Remote MCP clients such as Claude, Cursor, and Codex can now sign in to a project's docs MCP server using OAuth with PKCE. Public tools stay usable without an account, while private tools like a caller's own request logs unlock after authenticating.
